﻿{"id":1061,"date":"2016-08-19T17:25:52","date_gmt":"2016-08-19T20:25:52","guid":{"rendered":"http:\/\/ifbaiano.edu.br\/portal\/servidor\/?page_id=1061"},"modified":"2024-03-27T16:19:58","modified_gmt":"2024-03-27T19:19:58","slug":"substituicao-remunerada","status":"publish","type":"page","link":"https:\/\/ifbaiano.edu.br\/portal\/servidor\/substituicao-remunerada\/","title":{"rendered":"Substitui\u00e7\u00e3o Remunerada"},"content":{"rendered":"<p><strong>Conceito<\/strong><br \/>\n\u00c9 o per\u00edodo em que o servidor permanece no exerc\u00edcio de fun\u00e7\u00e3o\/cargo de dire\u00e7\u00e3o, chefia ou assessoramento, em decorr\u00eancia de afastamentos legais e regulamentares do titular.<\/p>\n<p><strong>Objetivo<\/strong><br \/>\nEvitar preju\u00edzos nas atividades concernentes \u00e0 dire\u00e7\u00e3o, chefia ou assessoramento quando houver afastamentos legais e regulamentares do titular.<\/p>\n<p><strong>Requisitos B\u00e1sicos<\/strong><br \/>\na) Pr\u00e9via nomea\u00e7\u00e3o\/designa\u00e7\u00e3o de substituto legal via portaria interna ou publicada no DOU;<br \/>\nb) Afastamento\/impedimento do titular do cargo ou da fun\u00e7\u00e3o, dentro das hip\u00f3teses previstas na legisla\u00e7\u00e3o vigente e\u00a0<u>registrado previamente nos sistemas institucionais<\/u>.<\/p>\n<h4><strong>Procedimento<\/strong><\/h4>\n<p>O pagamento da substitui\u00e7\u00e3o ocorrer\u00e1 a partir do 1\u00ba (primeiro) dia do afastamento ou impedimento do titular do cargo de dire\u00e7\u00e3o ou da fun\u00e7\u00e3o gratificada, na propor\u00e7\u00e3o dos dias de efetiva substitui\u00e7\u00e3o. Efetuado de forma retroativa, ou seja, na folha posterior ao pedido e ao m\u00eas do fato gerador da substitui\u00e7\u00e3o.<\/p>\n<pre><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>A- Solicita\u00e7\u00e3o relativa ao <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><u><b>ano corrente<\/b><\/u><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b> via SOUGOV.BR:<\/b><\/span><\/span>\n\n<span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>1. <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Medidas simples e complementares podem <\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><u>garantir a celeridade<\/u><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> e <\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><u><b>evitar situa\u00e7\u00f5es de pagamentos atrav\u00e9s de exerc\u00edcios anteriores<\/b><\/u><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">.\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>Cada processo deve conter as solicita\u00e7\u00f5es relativas a apenas uma compet\u00eancia mensal <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">com data de solicita\u00e7\u00e3o<\/span> <\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><u><b>ap\u00f3s a virada do m\u00eas\n<\/b><\/u><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>ou logo ap\u00f3s o t\u00e9rmino do afastamento<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">. Vejamos um exemplo hipot\u00e9tico:\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>a)<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> os afastamentos cont\u00ednuos de um titular de cargo\/fun\u00e7\u00e3o previstos de 15 de novembro at\u00e9 15 de dezembro;\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>b) <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">devem ensejar a abertura de dois (2) processos de solicita\u00e7\u00e3o de substitui\u00e7\u00e3o remunerada;\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>c) <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">o primeiro solicitando os dias de 15 at\u00e9 30 de novembro <\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><u><b>ap\u00f3s a virada do m\u00eas<\/b><\/u><\/span><\/span><u> <\/u><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">de novembro para dezembro;\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>d)<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> o segundo processo<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b> com abertura logo ap\u00f3s o retorno do titular<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> solicitando os dias de 01 at\u00e9 15 de dezembro.<\/span><\/span>\n<span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>\n2. <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Como solicitar o pagamento de substitui\u00e7\u00e3o?\n<\/span><\/span><a href=\"https:\/\/www.gov.br\/servidor\/pt-br\/acesso-a-informacao\/faq\/sou-gov.br\/pagamento-de-substituicao\/como-solicitar-o-pagamento-de-substituicao\"><span style=\"color: #1155cc\"><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><u>https:\/\/www.gov.br\/servidor\/pt-br\/acesso-a-informacao\/faq\/sou-gov.br\/pagamento-de-substituicao\/como-solicitar-o-pagamento-de-substituicao<\/u><\/span><\/span><\/span><\/a>\n<span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>\n3. <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Observa\u00e7\u00f5es importantes, <\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>que faltam no manual do SOUGOV.BR<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">:\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>I.<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> \u00c9 imprescind\u00edvel colocar na solicita\u00e7\u00e3o o CPF do titular do cargo;\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>II. <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Para substitui\u00e7\u00e3o de cargos em comiss\u00e3o (CD) a op\u00e7\u00e3o recomendada \u00e9 \u201cRemunera\u00e7\u00e3o do cargo efetivo, acrescido 60% \u2026\u201d, \ncom exce\u00e7\u00e3o de quando os vencimentos brutos totais do substituto forem menores que 40% do cargo em comiss\u00e3o;\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>III.<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> Para substitui\u00e7\u00e3o de fun\u00e7\u00f5es (FG e FCC) a op\u00e7\u00e3o recomendada \u00e9 \u201csomente a remunera\u00e7\u00e3o do cargo em comiss\u00e3o\u201d.<\/span><\/span>\n<span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>\n4.<\/b><\/span><\/span> <span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>Correla\u00e7\u00e3o<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> padronizada dos afastamentos do titular no SOUGOV.BR:\n<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>I. <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Para tratamento da pr\u00f3pria sa\u00fade. Licen\u00e7a \u00e0 gestante, \u00e0 adotante ou licen\u00e7a-paternidade =&gt;<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b> (01. OBS: ANEXAR CERTIFICADO E\nRELAT\u00d3RIO DE VIAGEM (Em arquivos OPCIONAIS) =&gt;<\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b> (08. Participa\u00e7\u00e3o em programa de treinamento regularmente institu\u00eddo);<\/b><\/span><\/span>\n<span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>VIII.<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> Tratamento de sa\u00fade de sa\u00fade de pessoa da fam\u00edlia. <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Os servidores investidos em cargo ou fun\u00e7\u00e3o de dire\u00e7\u00e3o ou chefia ter\u00e3o substitutos indicados no regimento interno ou, no caso de omiss\u00e3o, previamente designados pelo dirigente m\u00e1ximo do \u00f3rg\u00e3o ou entidade.<\/span><\/span><\/p>\n<p align=\"left\"><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>2 &#8211;<\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"> Durante o per\u00edodo de substitui\u00e7\u00e3o, o substituto n\u00e3o poder\u00e1 estar em gozo de jornada especial ou usufruindo qualquer licen\u00e7a, afastamento ou concess\u00e3o.<\/span><\/span><\/p>\n<p align=\"left\"><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>3 &#8211; <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">A substitui\u00e7\u00e3o ser\u00e1 eventual sendo assumida autom\u00e1tica e cumulativamente, sem preju\u00edzo do cargo que ocupa, no exerc\u00edcio da CD, FG ou FCC, nos casos dos afastamentos, impedimentos legais ou regulamentares do titular, na vac\u00e2ncia do cargo, exonera\u00e7\u00e3o, demiss\u00e3o, aposentadoria, falecimento e destitui\u00e7\u00e3o da CD, FG ou FCC; nos primeiros trinta (30) dias e o substituto dever\u00e1 optar por uma das remunera\u00e7\u00f5es.<\/span><\/span><\/p>\n<p align=\"left\"><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>4 &#8211; <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Ap\u00f3s os primeiros trinta (30) dias de substitui\u00e7\u00e3o, o substituto eventual deixar\u00e1 de acumular as fun\u00e7\u00f5es e receber\u00e1 apenas pela CD, FG ou FCC relativa ao posto que estiver substituindo, n\u00e3o se tratando mais de acumula\u00e7\u00e3o, mas de exerc\u00edcio exclusivo da fun\u00e7\u00e3o substitu\u00edda.<\/span><\/span><\/p>\n<p align=\"left\"><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\"><b>5 &#8211; <\/b><\/span><\/span><span style=\"font-family: Open Sans, serif\"><span style=\"font-size: small\">Na substitui\u00e7\u00e3o em efeito cascata: baseada na an\u00e1lise do item 4, a partir do 31\u00ba(trig\u00e9simo primeiro) dia, o servidor X deixa de acumular as suas atribui\u00e7\u00f5es e passa a exercer apenas as atribui\u00e7\u00f5es do cargo substitu\u00eddo.
